In a decisive move to ensure a “level playing field,” the Election Commission of India (ECI) on Sunday executed a sweeping reshuffle of 173 police station heads across West Bengal. This includes 31 key officers within the Kolkata Police and several high-stakes deployments in the battleground districts of Purba Medinipur and Birbhum.

The poll panel’s directive aims to dismantle local political-police nexus and enforce neutrality as the state prepares for its two-phase Assembly elections on April 23 and 29.
Key Reshuffles in High-Stakes Battlegrounds
The transfers have specifically targeted constituencies where political friction is at its peak. Notably, the Bhabanipur police station—covering the home turf of Chief Minister Mamata Banerjee—will now be headed by Soumitra Basu, an officer brought in from the Special Task Force (STF).

Beyond the Force: 97 BDOs Also Transferred
The purge extended beyond law enforcement to the civil administration. In a parallel move, the EC transferred 97 Block Development Officers (BDOs) and Assistant Returning Officers (AROs) across 18 districts.
Nandigram Focus: Strategic blocks such as Nandigram-I and Nandigram-II in Purba Medinipur saw their BDOs replaced, reflecting the high-security requirements for this volatile region.
Geographic Spread: Districts from Cooch Behar in the north to Diamond Harbour in the south have seen their administrative heads swapped to minimize “home-district” influence.
The Political Fallout: “Neutrality” vs. “Motivation”
As expected, the mass transfers have triggered a fresh war of words between the TMC and the BJP:
The TMC Stand: Chief Minister Mamata Banerjee has previously labeled these ECI-ordered reshuffles as “politically motivated” and an attempt by the Centre to control the state machinery through the back door.
The ECI Stand: Officials maintain that the reshuffle is a standard operating procedure (SOP) to ensure that no officer with more than three years in a district remains in place during polling.

Investigative Insight: The STF Factor
The deployment of Soumitra Basu from the STF to Bhabanipur is a calculated move. Historically, the STF is viewed as one of the most disciplined and least “politicized” wings of the state police. By placing an STF officer in the Chief Minister’s own backyard, the EC is sending a clear signal: the security of the Mamata Banerjee vs. Suvendu Adhikari face-off will be handled by officers with no recent ties to local station politics.
