In a historic address to the Lok Sabha, Union Home Minister Amit Shah declared on Monday that the decades-old Maoist insurgency is “on the verge of extinction.” Speaking just 24 hours before the government’s March 31, 2026 deadline for the total eradication of Left-Wing Extremism (LWE), the Home Minister announced that India has effectively become “Naxal-free.”

This declaration marks the end of a six-decade violent chapter that once held ten states across the “Red Corridor” hostage.

The Fall of the Last Bastions

The eradication of Maoism was accelerated by high-stakes intelligence operations and the neutralization of the movement’s top-tier leadership over the last 18 months.

  • Chhattisgarh (The Final Frontier): The Abujhmarh forest, once the “liberated zone” and headquarters of the CPI (Maoist), is now under government control. The decisive blow came on May 21, 2025, during Operation Black Forest, where the group’s General Secretary, Nambala Keshava Rao (alias Basavaraj), was killed.

  • Andhra-Odisha Border (AOB): The killing of the most-wanted guerrilla commander Madvi Hidma in November 2025 in the ASR district dealt a final blow to the armed wing.

  • Mass Surrenders: On March 30, 2026, senior leader Chelluri Narayana Rao (Somanna) surrendered in Vijayawada, leaving the underground cadre count at virtually zero.

The Policy of “Development vs. Bullets”

The Home Minister attributed the success to a dual-track strategy. While elite forces like the Greyhounds (AP/Telangana), Hawk Force (MP), and COBRA commandos dismantled the military structure, the government simultaneously flooded formerly “red” zones with infrastructure:

  1. Direct Connectivity: Construction of all-weather roads in the Abujhmarh and Bastar regions.

  2. Mobile Towers: Saturation of the Red Corridor with 4G/5G connectivity to prevent “shadow zones.”

  3. Welfare Net: Opening of Ration Shops and Aadhaar enrollment centers at the panchayat level to provide subsidized food and healthcare.

Investigative Insight: The “Somanna” Surrender

The surrender of Chelluri Narayana Rao (Somanna) on the eve of the deadline is not a coincidence. Intelligence sources suggest that following the death of Basavaraj and Hidma, the remaining elderly leadership faced a “legitimacy crisis” and extreme logistical isolation. By surrendering on March 30, Somanna effectively triggered the “Zero Underground” status for Andhra Pradesh. However, while the armed rebellion is over, agencies remain vigilant against “Urban Naxal” networks and underground “intellectual” nodes that may attempt to keep the ideology alive through digital propaganda.
