A proposed two-year grace period gives foreign drugmakers until August 2028 to shift production to the United States before steep import duties take effect.

WASHINGTON / NEW DELHI — The U.S. administration has announced a structured tariff policy targeting imported generic pharmaceuticals. Under the proposal, imported generic medicines will remain duty-free until August 1, 2028, after which they will face a 100% tariff for one year, escalating to a 200% tariff from August 2029 onward unless manufacturing is relocated to the United States.

The policy represents a major push to reshore pharmaceutical manufacturing to American soil. India—often termed the “pharmacy of the world”—faces the largest single-country exposure due to its dominant role in supplying affordable generic prescription drugs to American consumers.

The policy sets a multi-stage transition roadmap intended to push global drugmakers toward domestic U.S. facility expansion:

This measure follows earlier trade actions targeting branded and patented pharmaceuticals, effectively bringing virtually all finished drug imports into the broader U.S. manufacturing reshoring strategy.

India exported approximately $25.8 billion in pharmaceutical products worldwide in 2025. Of that total, $9.7 billion (37.7%) was directed to the United States, making it the Indian pharmaceutical industry’s single largest destination.
