So the Brihanmumbai Municipal Corporation (BMC) has officially moved to protect the “original Mumbaikar” from rising costs. The municipal body passed a unanimous resolution today, March 3, 2026, to raise the property tax waiver limit from 500 square feet to 700 square feet. The goal of this policy is to prevent middle-class families from being priced out of the city. In fact, this decision fulfills a major campaign promise made by the Mahayuti alliance. Plus, it marks a significant shift in how the city supports residents in redeveloped housing.

Expanding the Safety Net for Middle-Class Families

But here is the main reason for the sudden policy change. Many families in redeveloped slums or chawls receive free housing, yet they struggle to pay high maintenance and tax bills. Is the previous 500 sq ft limit enough? No. Consequently, the BMC decided that families in 700-square-foot flats also deserve protection from the high cost of living. Moreover, high expenses for healthcare and education often force residents to sell their homes and move to the outskirts of Mumbai. Previously, only the smallest studio apartments qualified for a full waiver. So, this new threshold covers thousands of additional households. Therefore, more families can now afford to stay within the city limits.

The Financial Impact on the BMC

Still, this “gift” to citizens comes at a heavy price for the municipal treasury. The plan to exempt larger homes will result in a revenue shortfall of approximately Rs 700 crore for the BMC. And, the corporation must find new ways to balance its budget while maintaining city infrastructure. Accordingly, the loss of tax income is seen as a necessary trade-off to ensure social stability for the city’s middle class.

Because the Law and Judiciary Department must verify the language before the Municipal Commissioner gives the final signature. Essentially, the proposal will move to Zonal Officers for review before an official circular goes out to the public. Indeed, observers expect the final legal approval to happen within the coming weeks.

Then there is the matter of the political impact of this move. The suggestion originally came from the Shiv Sena (UBT), showing that all parties agree on the need for middle-class relief. The reason? Mumbai’s cost of living has become a primary concern for voters across the board. Worth noting: This policy specifically targets those who have transitioned into cluster redevelopment schemes. Ultimately, the 700-square-foot waiver stands as one of the largest tax concessions in the history of the BMC.
