The energy fallout of the West Asia conflict has arrived at the doorsteps of the national capital. On Wednesday, March 11, 2026, Delhi residents woke up to a “New Normal” in their kitchens as the central government’s 25-day refill rule began blocking thousands of automated booking requests.
Invoking the Essential Commodities Act (ECA), the Ministry of Petroleum has moved to prioritize domestic “chulhas” over industrial and commercial needs. However, the move has backfired into a cycle of panic, with residents attempting to bypass the system while commercial users turn to a rapidly inflating black market.

The 25-Day Barrier: System Failures & Booking Rejections
The new policy has effectively locked the digital booking systems for millions of users.
Slips Not Generated: Agencies at Jhandewalan reported that customers who booked just 3–4 days ago are being rejected by the software, which now strictly calculates the 25-day interval from the last delivery.
The 21-to-25 Shift: The interval was increased from 21 days to 25 days on Monday, catching many middle-class households off guard just as they attempted to “stock up.”
Supply Chain Disruptions: The West Delhi “Dry” Zones
While OMCs (Oil Marketing Companies) insist stocks are adequate, the ground reality for distributors is inconsistent.
Zero Deliveries: In Kirti Nagar, some agencies that typically receive 350 cylinders daily from Haryana suppliers reported receiving no fresh stock on Tuesday.
Depleting Reserves: Agencies are currently “managing” with Monday’s leftover stock, but storekeepers warn that without Wednesday morning arrivals, they will be forced to turn away even those with valid booking slips.
The Restaurant Crisis: No Piped Gas, No Service
The hospitality sector in heritage hubs like Connaught Place (CP) is in a state of alarm.
No PNG/No LPG: Many CP restaurants lack Piped Natural Gas (PNG) and rely solely on commercial cylinders. With these supplies halted, owners are struggling to keep kitchens open.
Menu Reductions: High-gas-consumption items, such as slow-cooked stews and gravies, are being removed from menus.
Tandoor Ban: Since coal tandoors are already prohibited for environmental reasons, the loss of LPG leaves these establishments with no viable cooking method.

The Shadow Market: ₹2,000 per Cylinder
The shortage has birthed a lucrative but illegal trade across the city.
Price Doubling: In areas like New Friends Colony, tea sellers and small vendors report that “spare” domestic cylinders are being sold for ₹2,000, nearly double the official rate of ₹1,100.
Diversion: Gas agency managers in Vikaspuri admit they are being “bombarded” by restaurant owners trying to secure domestic cylinders—a practice that is strictly illegal under the current ECA invocation.
Reality Check
The government’s intent is to prevent hoarding. Still, by making the refill gap 25 days, they have inadvertently signaled to the public that “scarcity is coming.” Therefore, while the Ministry says there is “no shortage,” the lack of supply to agencies in Kirti Nagar tells a different story. In fact, for a city of Delhi’s size, a 24-hour supply delay is enough to trigger a week-long logistical backlog.
The Loopholes
The 25-day rule is a digital lock. In fact, this is a “Multiple Connection Loophole”—families with connections in different names at the same address are now using their secondary IDs to bypass the 25-day wait. Therefore, the “equitable distribution” goal is being undermined by those with more than one registered cylinder. Still, the “Black Market Loophole” remains; as long as the government doesn’t provide a “survival quota” for small food vendors, the diversion of domestic cylinders into the commercial sector will continue unabated.

What This Means for You
If you live in Delhi, do not waste gas on long-simmering dishes. First, realize that if your cylinder runs out on Day 20, the system will not let you book for another 5 days; you should have an electric induction cooktop as a backup. Then, if you are a customer at local restaurants, understand that prices may rise or portions may change as owners deal with ₹2,000 black-market cylinders.
Finally, understand that gas agencies are under strict surveillance. You should not attempt to “bribe” delivery personnel for extra cylinders, as the ECA provides for severe penalties including imprisonment for both the buyer and seller. Before you try to book a refill, check your Indane, HP, or Bharat Gas app to see exactly which date your 25-day window opens.
What’s Next
The Delhi Government is expected to conduct surprise raids on “illegal hoarding” hubs by Thursday. Then, look for the Petroleum Ministry to clarify if “emergency” refills can be granted for large weddings or funerals. Finally, expect PNG providers (IGL) to see a massive surge in new connection applications as restaurants scramble for a permanent solution to the cylinder freeze.
