OpenAI, Tata To Build Data Centre Infrastructure In India

US-based OpenAI and Indian IT giant Tata Consultancy Services (TCS) officially announced a landmark multi-year partnership on Thursday during the AI Impact Summit 2026 in New Delhi. The collaboration aims to position India as a global “AI hub” by building massive, purpose-built data center infrastructure capable of training the world’s most advanced AI models.

The deal, confirmed by OpenAI CEO Sam Altman and Tata Sons Chairman N. Chandrasekaran, marks OpenAI’s most significant infrastructure bet in Asia. It signals a shift from consumer-facing services to deep enterprise and sovereign infrastructure integration within the Indian ecosystem.

The Stargate Connection: Scaling to 1GW

The partnership is a central component of OpenAI’s global “Stargate” project, which focuses on building the next generation of AI supercomputers. In the initial phase, TCS will develop AI-ready infrastructure with 100 megawatts (MW) of power capacity.

The companies have already outlined a roadmap to scale this to 1 gigawatt (1GW). For context, India’s current total data center capacity is roughly 1.5GW; this single project could eventually rival the nation’s entire existing footprint. The facilities will be liquid-cooled and AI-optimized to handle the extreme heat generated by modern GPUs.

TCS HyperVault: The Engine of Sovereignty

OpenAI will serve as the inaugural “anchor tenant” for HyperVault, TCS’s newly established data center business. This domestic hosting allows OpenAI to offer lower latency and comply with India’s tightening data residency and security regulations.

“Establishing local capacity will enable us to run our most advanced models within India,” the companies noted. This addresses the critical need for regulated sectors—such as banking and government—to keep sensitive data within national borders while leveraging cutting-edge intelligence.

Enterprise & Agentic AI Solutions

The collaboration extends deep into the Tata Group’s “salt-to-software” stack:

  • ChatGPT Enterprise: Thousands of Tata employees will receive full access to the business version of ChatGPT to boost productivity.

  • Codex Integration: TCS will integrate OpenAI’s Codex into its software development life cycle to enhance engineering outcomes for its global clients.

  • Agentic AI: The two firms will co-develop “Agentic AI” solutions—autonomous systems designed to handle complex business tasks in industries like manufacturing and healthcare.

Reality Check

The 1GW target is staggering. Still, building data centers at this scale requires a reliable “green energy” supply that India’s current grid often struggles to provide consistently. Therefore, the “1GW” figure is a long-term goal rather than an immediate deliverable. In fact, while the summit highlights $200 billion in projected AI investments, the actual “breaking of ground” on these massive hubs often faces environmental and regulatory delays.

The Loopholes

OpenAI touts “data residency” through this partnership. In fact, while the data stays in India, the weights and updates of the core models remain proprietary and managed by OpenAI’s US-based servers. Therefore, “Sovereign AI” in this context is more about where the hardware sits than who owns the intelligence. Still, the 100MW initial phase is a concrete hardware commitment that prevents this from being a mere “memo of understanding.”
