7th Pay Commission: Central Government employees in India get salary according to the 7th Pay Commission system. Pay Commission is a system of salary and its structure (including salary, allowances, bonus and other facilities/benefits in cash or kind) of various government employees. Each pay commission analyzes various aspects including the economic condition of the country, the financial resources of the government, the likely impact on state governments’ finances, comparison with the public sector, private sector and state government salary structure to make its recommendations. Minimum wage

The minimum wage at the entry level has been increased from Rs 7,000 to Rs 18,000 per month. For a newly recruited Class I officer, the minimum pay is now Rs 56,100 per month.

Maximum salary

The maximum pay at the Secretariat/equivalent level is Rs.2,25,000 per month for Apex Scale and Rs.2,50,000 per month for Cabinet Secretary and others who are currently in the same pay level.

Annual increment

The rate of annual increment has been retained at 3%

New structure

The present system of pay bands and grade pay has been abolished and a new pay matrix has been designed. Grade Pay has been subsumed in the Pay Matrix. The status of the employee, which was hitherto determined by the grade pay, will now be determined by the level in the pay matrix.

Fitment factor

The fitment factor of 2.57 is being proposed to be applied uniformly to all employees.

Military service pay

Unlike earlier where Military Service Pay (MSP) was admissible to all ranks including Brigadiers and their equivalents, will now be admissible only to Defense Forces personnel. MSP is a compensation for military service and it is recommended to increase MSP for various categories

Modified Assured Career Progression (MACP)

The performance benchmark for MACP has been set at ‘Very Good’ and it is also proposed that no annual increment will be given to those employees who do not meet the benchmark for MACP or for regular promotion in the first 20 years of their service Are.
