This whole 8th Pay Commission issue is turning into a standoff. The central government released the ToR for the 8th CPC. That happened. And then the employee bodies immediately hit back, saying the terms are incomplete and “negative.”

The big issue right now is the deadline: November 30.

  • The Deadline: This is the last date for central government employees to switch from the National Pension System (NPS) to the new, government-backed Unified Pension Scheme (UPS).

  • The Reluctance: Reports confirm that the vast majority of employees are refusing to switch to UPS. They are staying put. This is a clear signal, or nothing. They want the Old Pension Scheme (OPS) back, which provides a guaranteed pension.

THE UNION STAND: OPS MUST BE INCLUDED.

The employee bodies—the Confederation, the NC-JCM, and others—are united. They’ve sent letters directly to the Prime Minister.

  • ToR Omission: The biggest setback is the omission of the OPS restoration demand from the official ToR. They want it explicitly added to the 8th CPC’s mandate.

  • Pensioner Exclusion: There’s also no clarity on pension revision for the 69 lakh existing pensioners under the new ToR. This makes pensioners feel “left out,” seriously.

  • The Insulting Phrase: Unions are demanding the removal of the term “unfunded cost of non-contributory pension schemes” from the ToR, arguing it treats a constitutional right as a fiscal burden, let’s be real.

AND HERE’S THE KICKER: AGITATION IS STARTING.

The unions aren’t just sending letters anymore. They’ve announced a phase-wise agitation plan—countrywide campaigns, and even lunch-hour demonstrations are planned for December. They are putting the pressure on the government to amend the ToR. It’s an ongoing, high-stakes battle for retirement security.
