There is good news for 1 crore central employees and pensioners (7th Pay Commission Central Government employees). An update has come out on the arrears of arrears of dearness allowance for 18 months. According to media reports, it is expected that after the increasing pressure of employees, pensioners’ memorandum submitted to PM Modi and the Cabinet Secretary (Staff Side) of the National Council, Shiv Gopal Mishra and the President of the National Council, after the payment of arrears till November. But a decision can be taken. However, no official statement has come out from the government till now.

Actually, there is arrears of dearness allowance of central employees from July 1, 2020 to January 1, 2021, which is to be paid, but despite several rounds of meetings, memorandums, appeals and writing letters, no decision has been taken till September 2022. After a meeting of the Staff Side held last month, efforts are being made to resolve this issue. Recently Shiv Gopal Mishra, Secretary of the National Council of the ‘Staff Side’, on 18th August, the Cabinet Secretary and the National Council (JCM). Wrote a letter to the Chairman.

In this letter, there has been a demand for immediate release of ‘Arrears’ (18 Months DA Arrears) of Dearness Allowance / Dearness Relief effective from January 1, 2020, July 1, 2020 and January 1, 2021. In this letter, the Secretary and members of the National Council of ‘Staff Side’ have also talked about being ready for discussion on the method of issuing arrears. The letter also referred to a decision of the Supreme Court. At the same time, the Central Government has been asked to take a final decision in this matter and direct the payment of the arrears of 18 months of dearness allowance. There is no update from the side yet.

If media reports are to be believed, after the increasing pressure of employees-pensioners, the Modi government can take a final decision on this in November after the festivals, in this regard a joint advisory of the officials of the Department of Personnel and Training and Expenditure (DOPT) of the Ministry of Finance. There may be a meeting of the system (JSM), in which the payment of DA arrears can be considered. If this happens, then 48 lakh central government employees and more than 68 lakh pensioners will get its benefit.

Who will get how much arrears-

  • Shivgopal Mishra of the National Council of JCM says that the DA arrears of Level-1 employees range from Rs 11,880 to Rs 37,554. The employees will get the DA arrear money according to their salary band.
  • If calculated for Level-13 (7th CPC basic pay scale Rs 1,23,100 to Rs 2,15,900) or Level-14 (pay scale), the dearness allowance arrear in hand of an employee is Rs 1,44,200 to 2 Rs 18,200 will be paid.
  • If the employee’s basic salary is Rs 18,000, he can get arrears of DA for 3 months (4,320+3,240+4,320) = Rs 11,880.
  • If the basic salary of the employee is Rs 56,000 he will get DA arrear of 3 months (13,656 + 10,242 + 13,656) = Rs 37,554.
