Goa ban rental Mahindra Thar tourist accidents

Transport Minister Mauvin Godinho labels the popular SUV a “high-risk” vehicle, announcing a multi-pronged crackdown on rental compliance and an AI-powered traffic surveillance network.

PANAJI — The ubiquitous sight of tourists cruising down Goan beaches in self-drive Mahindra Thars may soon become a thing of the past. The Goa state government has announced concrete plans to stop issuing new rental licenses for the rugged SUVs, aiming to shake off a persistent stereotype of reckless driving and significantly lower a rising graph of road fatalities.

Transport Minister Mauvin Godinho revealed the policy shift following a high-level review meeting with senior Transport Department and law enforcement officials, noting that a formal proposal to regulate “high-risk rent-a-car Thar vehicles” will be presented to the State Transport Authority (STA) for final approval.

1. The Anatomy of Goa’s New Traffic Enforcement Model

The restriction on new Mahindra Thar rental permits forms the anchor of a much larger, technology-driven overhaul targeting Goa’s transport ecosystem:

Safety Initiative Regulatory Action & Penalties Operational Target
Thar Rental Permits Halted issuance of new commercial rental licenses. Decrease the footprint of powerful SUVs in the self-drive sector.
Drunk Driving Fatalities Non-bailable immediate arrests; no easy bail. Curb the culture of holiday intoxication behind the wheel.
Hardware Compliance ₹10,000 fine for tampering with speed governors or tracking units. Prevent operators from bypassing mandatory speed caps.
Surveillance Network AI-powered traffic cameras at 26 strategic locations. Launching automatic e-challans beginning July 15, 2026.
Operator Audits Mandatory documentation checks and parking space validation. Eliminate illegal, unregistered operators hiding in the fleet.

2. Speed, Control, and the Psychology of the SUV

According to transport authorities, the structural power and high seating profile of the Mahindra Thar frequently induce a false sense of security, prompting holidaying tourists to push the vehicle past safe limits. Data shared by the department indicates that nearly 30% of tourist-related crashes recorded in the state this year involved rented Thars.

“It has got too much speed and no control in the vehicle. So, they just go and bang somewhere,” Minister Godinho remarked to local media, adding candidly that if the legal framework permitted a retroactive total ban on existing rental Thars, the government would actively pursue it. The decision comes on the heels of several high-profile tragedies, including a horrific collision in May where an inebriated tourist driving a rented Thar rammed a scooter in North Goa, killing a local resident and critically injuring a minor.

3. A Deepening Reputational Crisis

Goa is not the first region where the Mahindra Thar has faced heavy institutional pushback regarding its public image. The vehicle has frequently found itself at the center of intense online debates over its association with aggressive road behavior and illegal stunts.

Flashback to the Ownership Row: The state’s strict positioning mirrors a controversial stance taken last year by the then Haryana Director General of Police, OP Singh, who publicly categorized the Thar alongside the Royal Enfield Bullet as the default choice for unruly drivers. “The choice of vehicle reflects your mindset,” Singh had argued, pointing out that rogue elements systematically use these specific models to perform stunts and flout traffic laws without fear.

While local rental association representatives have supported the new safety curbs, they maintain that the issue lies squarely with human behavior rather than the mechanical engineering of the machine. Operators highlight that genuine, law-abiding businesses equip their fleets with functioning speed governors, but a massive parallel network of illegally operated private vehicles rented out under the table routinely bypasses safety devices, creating a disproportionate risk on Goa’s notoriously narrow and winding coastal roads.
