He said that if you do not have a valid PUC certificate, then from October 25, petrol and diesel will not be available at petrol pumps in Delhi. Action plan will be monitored from Green War Room
The Transport Department had in October last year issued a circular to depute enforcement staff to check the PUC certificates of vehicles coming for refueling at petrol pumps. A 24×7 Green War Room will be started at the Delhi Secretariat on October 3, ahead of the projected increase in air pollution levels in winter. The implementation of the Graded Response Action Plan (GRAP) and the Winter Action Plan will be monitored from this war room. From October 10, the spraying of Pusa Bio Decomposer will start, which helps in decomposing paddy straw after Kharif crop.

Pollution problem an airshed problem
Along with this, Rai says that last year there were three incidents of stubble burning in Narela, Bawana and Mundka areas in Delhi. In NCR regions, GRAP is announced but there is no seriousness in implementation. Pollution problem is an airshed problem. I request the states of NCR to prepare a winter action plan and constitute teams for its monitoring and implementation. A regional task force is also required for implementation, which is headquartered within the NCR. He will also contact the states in this regard.

Need for development in Delhi
