New instructions have been issued by the Department of Personnel and Training on the allowances of the employees. Rules and eligibility have been fixed by issuing new instructions regarding child education allowance and other allowances. The allowance will be paid to the employees only under these rules and eligibility.

Employees Salary: There is big news for the employees. Many allowances are announced by the Department of Personnel and Training for the Central Government employees, while they are given the benefit of many allowances. For which rules and instructions have now been given. Under these rules, all allowances are to be paid to the employees.

The Department of Personnel and Training for Employees has issued various instructions from time to time on various allowances applicable to Central Government employees. It is very important for the employees to be aware of this.

1. Children Education Allowance (CEA)
Consequent to the decisions taken by the Government to implement the recommendation of the 7th CPC, this Department has issued an OM No. A-27012/01/2017-Estt.(AL) dated 17.07.2018. The main features of CEA are:

  • CEA/Hostel subsidy can be claimed only for the two eldest surviving children.
  • CEA amount of Rs. 2250/- per month per child.
  • Hostel grant amount of Rs. 6750/- per month.
  • Reimbursement of CEA to disabled children of Government servants at double the normal rate of CEA i.e. Rs. 4500/- per month.
  • The rate of CEA will be increased by 25% every time there is a 50% increase in DA on the revised pay structure.
  • CEA and hostel subsidy is admissible in respect of children studying before two classes from class I to 12th.

2. Risk Allowance

  • The rates of Risk Allowance were revised as per the decision taken by the Government on the recommendation of 7th CPC.
  • Hazard allowance is currently paid to central government employees engaged in hazardous duties or whose work has harmful effects on health over a period of time.
  • Risk Allowance shall not be treated as “Salary” for any purpose.

3. Night Duty Allowance (NDA)

Consequent to the decision taken by the Government on the recommendations made by the 7th CPC on the subject, the following guidelines have been issued:

  • Night duty will be defined as duty performed between 22:00 hours and 6:00 am.
  • An equal weighting of 10 minutes will be given for every hour of night duty.
  • The maximum limit of Basic Pay for eligibility of Night Duty Allowance will be Rs.43600/- per month.
  • The hourly rate of Night Duty Allowance will be paid equal to [(BP+DA)/200] and Basic Pay and DA for computing NDA rates will be Basic Pay and DA prevailing as per 7th CPC.
  • The amount of night duty allowance will be worked out separately for each employee depending on the basic pay that the concerned employee is drawing on the date of performing the night duty.

4. Overtime Allowance (OTA)

Consequent to the recommendations of the 7th CPC accepted by the Government, it has been decided that:

  • Ministry/Department should prepare a list of employees falling under the category of ‘Operational Staff’. The rates of overtime allowance should not be revised upwards”.
  • The following definition has been used to define operational staff: “All non-ministerial, non-gazetted central government employees directly involved in the smooth running of an office, including those dealing with the operation of certain electrical or mechanical equipment.” Doers are also included.
  • The Administration Wing of the Ministries/Departments concerned shall discuss with the Financial Adviser of the concerned Ministry/Department full justification for inclusion of a particular category of staff in the list of operational staff with the approval of the Joint
  • Secretary (Admn.) Will make a list.
  • Grant of OTA can be linked to biometric attendance.

5. Special allowance payable to Parliament Assistants

  • As per the decision taken by the Government on the recommendations of the 7th Central Pay Commission, the rates of Special Allowance payable to persons fully engaged in the work of the Parliament during the Parliament session to be increased by 50% from the existing level i.e. Rs.1500 and Rs.1200 It has been recommended to increase the dues to Sahayaks and UDCs to Rs 2250 and Rs 1800 respectively.
  • The allowance shall be admissible at full rates for every calendar month in which Parliament is in session for at least 15 days in that month. For a month of shorter duration, the allowance will be admissible at half of the rates prescribed for the entire month.
  • No OTA shall be paid to Parliament Assistants for the calendar months in which Parliament is in session.
