Bhuttawi was first listed on the UNSC wanted list in 2012 for his links with Al-Qaeda, as he was involved in financing, planning, facilitating, training, carrying out the activities of Al-Qaeda. According to the UNSC, Bhuttawi had acted as a LeT or Jamaat-ud-Dawa (JuD) operative on at least two occasions when Hafiz Saeed was detained.

Saeed was detained a few days after the November 2008 Mumbai attacks and remained in custody until June 2009. Bhuttavi handled the day-to-day operations of the organization during this period and took independent decisions on behalf of the organization. Saeed was also detained in May 2002. Bhuttawi was in charge of establishing the organizational base of Lashkar-e-Taiba in Lahore, Pakistan in 2002.

It is noteworthy that last year also in May, PTI had reported the death of the terrorist and given the same reason which is given on the UNSC site today. 77-year-old Bhuttavi was imprisoned in Sheikhupura district jail, about 60 kilometers from Lahore, since October 2019 in a terror financing case. On May 29, he suffered severe chest pain and was taken to the hospital, where he was declared dead on arrival, a JuD official told PTI.
