The most discussed exclusion is that of Anand Sharma. Despite his decades of service as a Union Minister and Deputy Leader in the Rajya Sabha, the party chose Anurag Sharma, a grassroots leader from Kangra.

Reality Check

The Congress list is pragmatically constructed. Still, the repeated snubbing of the “old guard” like Anand Sharma risks creating a group of disgruntled veterans who may influence state units behind the scenes. Therefore, while the party looks “fresher,” it loses the institutional memory and debating power that veterans bring to the Upper House. In fact, moving Singhvi to Telangana proves that the party cannot risk another “Himachal-style” embarrassment in states where its majority is thin.

The Loopholes

The party has nominated six candidates. In fact, this is a “Contest Loophole”—while these candidates are the official picks, the RJD in Bihar and the BJP in various states have fielded extra candidates to force a vote. Therefore, for candidates like Phulo Devi Netam in Chhattisgarh, the path isn’t a “walkover” if the BJP decides to use its excess votes to support an independent. Still, the “Telangana Loophole”—having enough surplus votes to send two members—gives Congress a rare moment of numerical comfort in an otherwise shrinking Rajya Sabha footprint.
