In an unprecedented move toward commuter accountability, the Maharashtra State Road Development Corporation (MSRDC) has confirmed a full toll refund for those caught in the historic February 3rd gridlock. A total of ₹5.16 crore will be returned to the accounts of over one lakh vehicle owners who were stranded for up to 33 hours on the Mumbai-Pune Expressway.
The crisis, which turned the nation’s premier expressway into what social media users dubbed a “20-kilometre parking lot,” began when a gas tanker overturned near the Adoshi Tunnel in the Khandala Ghat section. The resulting safety lock-down halted all traffic, leaving families without food, water, or basic facilities for over a day.

The 33-Hour Ordeal: From Transit to “Parking Lot”
The overturned tanker posed a massive explosion risk, prompting a high-stakes response from the NDRF, SDRF, and Bharat Petroleum.
-
The Jam: Queues stretched nearly 20 km as authorities diverted traffic to the Old Mumbai-Pune Highway.
-
The Hardship: Stranded commuters faced acute shortages of essentials. Relief teams eventually distributed biscuits and water, but the lack of sanitation facilities created a dire situation for the elderly and children.
How the Refund Works: Scrutinizing FASTag Data
While MSRDC ordered a toll suspension as soon as the jam began to clear, the FASTag automated systems at the plazas continued to deduct fees from many vehicles before barriers were fully opened.
-
Data Scrutiny: MSRDC has directed the operator, IRB MPEPL, to provide full transaction logs.
-
Direct Credit: Any toll deducted on both carriageways during the designated “suspension window” will be automatically credited back to the original FASTag-linked bank accounts.

Safety Protocols: The Gas Tanker Crisis
The extended duration of the jam was a result of stringent safety protocols. Because the tanker was filled with gas, recovery was impossible until the cargo was stabilized or decanted. Traffic was only allowed to move in short, 15-20 minute controlled blocks once the immediate threat of fire was mitigated.
Reality Check
A ₹500 toll refund is a drop in the bucket compared to a 33-hour loss of time and the health toll of being stranded. Still, it marks a rare admission of “service failure” by a state agency. Therefore, while the refund is a positive gesture, it doesn’t address the fundamental lack of emergency exits or emergency service bays in the Khandala Ghat section. In fact, if a similar incident happens tomorrow, the infrastructure remains just as vulnerable to total paralysis.
The Loopholes
The refund covers tolls collected after the order to halt collection was issued. In fact, motorists who paid before the official order was logged—but still spent 30 hours in the jam—might find themselves excluded from the ₹5.16 crore pool. Therefore, the “refund window” is a time-stamped loophole that may lead to further disputes. Still, the FASTag transaction log serves as an immutable record, making it harder for the operator to claim that fewer vehicles were affected.

What This Means for You
If you were on the expressway between the evening of February 3 and the morning of February 5, your refund is on its way. First, check your FASTag statement for any deductions labeled “Khalapur” or “Talegaon” during those dates. Then, do not expect a cash refund; the amount will only appear as a credit in your digital wallet or linked bank account.
Finally, realize that this refund is automatic. You should not need to file a formal complaint unless your account doesn’t reflect the credit by the end of this week. Before your next trip, ensure you have the “Highway Helpline” (98224 98224) saved, as MSRDC is now using this incident to overhaul their real-time FM and social media update frequency.
What’s Next
MSRDC is currently auditing the response time of the gas decanting teams. Then, a new Standard Operating Procedure (SOP) for “Instant Toll Suspension” during catastrophes is expected to be formalized. Finally, look for an announcement regarding the “Missing Link” project progress, which aims to bypass the treacherous Adoshi Tunnel section entirely to prevent such “bottleneck” disasters in the future.
