Exclusive: EC chief Gyanesh Kumar promises level playing field as five states prepare to vote

Zero Tolerance: The CEC’s “Three No’s” Policy

Gyanesh Kumar, flanked by Commissioners S.S. Sandhu and Vivek Joshi, outlined a rigid framework for the five voting territories:

  • No Violence: Swift arrest and preventive detention of known history-sheeters.

  • No Intimidation: Protection for marginalized voters in sensitive booths.

  • No Inducement: A crackdown on the distribution of “freebies,” cash, and liquor, which often spikes in the 48 hours before polling.

The Great Reshuffle: Neutering Political Bias

Perhaps the most aggressive move by the ECI has been the systematic removal of state-level officials suspected of political leanings.

  • The Scope: Positions ranging from Director General of Police (DGP) and Home Secretary down to District Magistrates have been shuffled.

To act as the “eyes and ears” of the Commission, a record 1,111 central observers—drawn from the IAS, IPS, and IRS—have been deployed. Their primary task is to prevent chappa (illegal vote stamping) and ensure that no voter is turned away from a booth due to local muscle power.

Reality Check

The “Level Playing Field” is a noble goal, but in the hyper-polarized environment of 2026, it is notoriously difficult to maintain. While the CEC promises transparency, the TMC, DMK, and LDF have all filed formal complaints alleging that the sudden removal of their state officials is an attempt by the Central government to “remote-control” the local administration during the polls. Therefore, the ECI is fighting a war of perception just as much as a war against electoral fraud.

The Loopholes

The ECI says it has “zero tolerance” for inducements.
